As a bill to repeal discrimination against gays in the military was introduced, Rachel Maddow talked to Dr. Nathaniel Frank about the origins of the "Don't Ask, Don't Tell" policy. It seems that the guys in charge just sort of made it up without any empirical evidence to back it up. Frank's book Unfriendly Fire discusses the whole issue in depth.
